The current discussion on peer review in the software engineering community is centered mainly around conferences, and focuses mostly on 'implementation' issues, like blind reviews, rebuttals, deadlines, with little attention to the ultimate goal of the review process, the external conditions that bias the process, and the role of journals. One hundred thirty-seven research papers were submitted, with twenty-eight papers accepted for publication in the conference proceedings in the ACM Digital Library (a 20% acceptance rate). All papers were double-blind peer reviewed by three members of the program committee. ACM’s high-impact, peer-reviewed journals publish emerging and established computing research for both practical and theoretical applications.
